According to the Alabama Administrative Procedures Act (Ala. Code, 41-22-1 through 41-22-27 [1975]), an agency making a procedural rule change which affects the public must file the change with the Legislative Reference Service (LRS). The filing contains a Transmittal Sheet (APA-S), a Notice of Intended Action, and a copy of the rule showing the amendment. The Administrative Procedures office sends the original and twenty-five copies to the LRS. LRS distributes copies to the standing legislative joint committee on administrative regulation. The proposed change is also published in the Alabama Administrative Monthly, after which there is a thirty-five day period for the public to make comments on the rule change before the agency sends a certification of the change (APA-2) to LRS.
